If you can get your money back depends on three things: 

Build Up Your Case

Collect all transaction proofs (invoices, emails etc.)
If no reply within 3 days or website seems like a scam (inactive, asks for extra fees) then move to step 2.

File a Complaint (Act Quickly)

Depending on payment method, contact your bank, credit card company, PayPal, online marketplace (like Amazon) or the police.

Do NOT work with Money Recovery Services 

They give you the impression that it is easy to get your money back. It is not.
If you paid with a credit or debit card or PayPal it is usually easy and you do not need them.
